The film, “Even the Rain”, explained about the social conflicts between governments and people, and the importance of civil society by showing the Water Wars in Cochabamba, Bolivia. It started with a story of a film director who went to Cochabamba to create a movie about Christopher Columbus’ early conquest of the New World. The director wanted to explain how violent early colonizers were in their journey to find the New World, especially for gold. The film crews later found the story about the Water Wars in Bolivia once they started to film. The story identified the correlation and the similarity between two events. Their good description of civil society’s movement allowed viewers to find the similarity between the two events easily. It used the voice of crews to express the pressure and the dynamics they feel as they are engaging more with the story. More, the explanations for social conflicts in Bolivia struck me and also their reactions. Borrowing the view from Sebastian, the filmmaker, could demonstrate opinions from both sides, the government and the public. However, this movie made the story more dramatic and was not critical enough. It focused the view of the locals. It would have delivered a better message when the movie had a neutral point of view. There is one scene when both sides discussed their water and it actually encouraged the protest to be more viral, because the government believed that receiving more foreign direct investment is more important than protecting their people. In addition, Sebastian played a major role in this film and he represented the characteristics of the Bolivian government. At first, he supported the locals and tried to help them until their protest became wilder. Once the protest became intense, he focused on making his film and ignored to help the protest.
