Richard Neustadt’s theory on presidential power is famously described as the power to persuade. Neustadt talks about ways how the president can increase their influence on the government which would lead to concept of more control. Many people believe that a president has control over many things, but unfortunately that’s not true. Neustadt’s theory helps us understand, how a president can get their way. Persuading and bargaining are the key components of achieving “presidential power”.
The world as we know it was changed December 7, 1941 when the Japanese bombed Pearl Harbor. Two months later, in an attempt to protect the country from inside threats, President Roosevelt issued Executive Order 9066. This Executive Order became a dark moment in our history, but why? As our nation first formed, there was much concern about the role of our nation’s leader and how powerful they should be. When the Articles of Confederation were written in 1781, it did not provide for an executive branch. In 1787, at the first Constitutional convention, the delegates agreed that there had to be an executive branch which would be separate from the legislative branch. They felt this would avoid any corruption and would provide for checks and balances to prevent dictatorial rule by this branch of government. Though small, the executive branch plays a crucial role in running the United States.
In the hundreds of years since the US was founded, the role of the President has changed dramatically. From the very beginning of the country to the complexities of the modern era, unexpected changes, including those that could not be predicted by the creators of our constitution, have happened. While the founders fancied a powerful executive, they also imagined that the presidency would work within the constraints set forth in the Constitution and with cooperation with the other branches of the government. This is very clear in the US Constitution as well as Federalist 51, which are the foundations of this country. To begin with, the power of executive orders has expanded the oversight of the role of the President.

America engaged in the American Revolution in an attempt to attain independence from the mother country and escape from their abusive government system where the people had no voice and all decisions were made by the king without the consent of their people. As we entered the 21st century, the presidency became very different from the one created in 1878. The constitution limited the presidency so it wouldn’t become a monarchy. However, the limitations subsided because of the attitudes of the founding fathers, and the next two presidents. Washington, Adams and Jefferson shaped the presidency into more of a positively influenced position in the 1800s. But, from that time until about the 1930s, Congress was the most dominant office in the executive branch.
Throughout history , presidents have taken different steps in abusing the executive orders and other presidential directives. Many citizens expressed different views over the executive abuse and benefits the presidents have. The increased use of executive legislation in the absence of challenges from Congress has expanded the power, boundaries, and pose a serious threat to the democracy.
“Government is not reason; it is not eloquence; it is force! Like fire, it is a dangerous servant and a fearful master.” After taking office in 1789, George Washington proved to be one of the best US presidents by providing strong leadership and setting precedents for future presidents, laying the seeds for US prosperity as a country and democracy. President Washington set the role of the executive branch in order to have a limited government that would protect the citizens’ rights. By proving that the government would act firmly in times of crisis, Washington showed Americans the strong powers of the national government, only used to maintain peace, liberty, and economic prosperity.
The President is the nation’s commander in chief and deals with the nation’s domestic and foreign policies, by proposing legislation and enacting executive orders. The President is in charge of the armed forces. With all these powers it may seem that the President of the United States can easily become a dictator or tyrant. This is not true, as the American Constitution provides a “separation of powers” among the three branches of government to avoid any such situation. These branches of government include the judicial, legislative and executive.
“Know then thyself, presume not God to scan, the proper study of mankind is Man”(1-2) writes Alexander Pope in his metaphysical poem, An Essay on Man, where he mainly argues that man should not pry into God’s affairs but rather study himself, especially his nature, powers, limits, and frailties. Both Pope and Shelly show mankind’s incorrigible fate and hubris, which will eventually lead to mortality and trivial ending. Furthermore, through the modern example, Steve Jobs, one can see that hubristic action exists in these days.
“The president 's power is felt all over the world.” No nation is so remote from the U.S. that they can avoid the repercussions of American diplomacy. The president can abuse their powers and it will affect the U.S as well as other countries that associate with us. “The formal powers as listed in the Constitution say little about a modern president 's real power.” Modern presidents have way more power than was is listed in the constitution, they do not have to follow the guidelines completely like past presidents would have had to.
Interested parents can choose to participate on an advisory council. This committee works with GATE resource teachers, school administrators, general education teachers, and other school personnel to receive updates, provide feedback, and ask questions related to GATE programs.
