The USDA food program came about in the early 1930’s to help farm prices and farmers suffering from economic crisis after the Great Depression. Malnutrition among children at this time also became a national concern. Farmers planted more and more crops to try and make up for the poor prices that were being paid for them. However, by doing so they decreased prices and increased surplus of agricultural produce. In the cities at this time many had lost their jobs and were unable to support themselves or their families. The idea of food being wasted and livestock killed while people went hungry forced the Federal government to bring about The Commodity Credit Corporation 1933. This gave farmers loans, helped them store non perishable food and give crops to the government to pay the loans back. Eventually surplus decreased and employment rose so the program came to an end until January 1961 when it was decided to increase the quantity and variety of foods to provide nutritious foods to needy households. The Federal Food Stamp Act was selected to strengthen the agricultural economy and to provide a better level of nutrition among low income households through a Federal-State program which operates through normal trade of food. The previous program was not so much rejected but replaced with a program that was more current and met further needs, the problem of agricultural surplus no longer existed.
