Law enforcement agencies spend tremendous resources recruiting and hiring new officers. Before recruits can become law enforcement professionals, they must undergo comprehensive tests, severe background examinations, and extensive physical training sessions. Regardless of the complications associated with identifying and training recruits, it seems that numerous police agencies throughout the nation are having difficulty retaining their officers. Many of the officers no longer are satisfied with their jobs, agencies or maybe their managers. There is the First-Line Supervisors (sergeants), Middle Managers (captains and lieutenants), and Executive Management (chief, commissioner, sheriff). The leadership or lack of leadership displayed by a sergeant can effect on how the organization is seen by the community. The rest of the management can have great goals and objectives, but if the first-line supervisor 's leadership ability weren’t as good than his or her subordinates toward the implementation of those goals, would be just plain ideas. "Sergeants must be able to organize, plan and evaluate their officers to reach department objects. Frustrated police personnel can lead to negative productivity." (Baker, 2000, chap 5, p. 89). The first-line supervisor has to be able to see when there is a problem occurring and be able to find solutions in order for their department to grow as an organization.
