Based on the illustration, it is intended to appeal to americans who support democratic policy of and american and those opposing Truman Doctrine; also it is to americans who does not want to see their tax dollars spent on foreigners. The illustration shows that because the American taxpayer looks very anxiety and wants Europe reach ‘self support’ as soon as possible so that he do not need to pay anymore. In this cartoon Smith wants Americans to know that their country should focus less on others and more on its own. This is a protectioness thinking. Smith obvious feel american need to limit contribution to foreigners. The image of the rich-looking business person confirm that American economy is much superior; while the European economy, as portrayed as a big baby, is great inferior. The bicycle in the picture, represents the Marshall Plan, was used to support the European economy. The goal is to reach a place where Europe can be self sufficient and no longer need support from American taxpayer. Also the businessman is shouting “keep pumping” and the wheels of the bicycle spins very fast, which indicates American taxpayers wants it to be completed as fast as possible.
