Federalism - Comparison & Contrast A type of government in which the specified regions are governed by two ranks of authorities is known as federalism i.e. National level governing body that is responsible for the tasks that influence the whole country and the states level governing body which deals with native issues. Legislation is authorized to both levels of government up to a specified extent. Each has a distinct and defined set of power which differentiates them from each other. (Howells, 2002) The system in which the state and federal govt. are distinct but equally powerful is the dual system. This equal level of power prevents any type of conflicts between the two levels. This balance of power was achieved by some equally shared authorities by the two entities. The national govt. was responsible for the matters of defense, business promotions and formulation of foreign policies and states were to deal with local issues, economy and observation of laws. Co-operative federalism existed in USA from 1930s to 1970s. It was an hour of need so the govt. started a joint venture for the good of common man and forgot all the govt. level disputes. Public required govt.’s help to build up the economy and overcome the crises. The govt. applied various plans to carry the nation out of this miserable situation. In order to implement a single plan throughout the country, the central govt. had to take certain decisions which weren’t their domain in normal situation.
