Canada is a growing and developing country. As the population increases there are new houses, new societies, more people and more crimes. Canadas Police is ranked 10th best in the world today although police in Canada may not experience war driven situations as other countries may their training is still above general standards which prepare them for those unpredictable situations. The unpredictability of life is amidst which is why the Canadian Police have put things in motion, preparing them in advance by the development of their training college which enables officers to undergo advanced and specialized development programs that prepare them for real life incidents. The Liberal government has mounted a pre-emptive defense of its content of its new contentious new impaired driving bill, arguing that mandatory breath samples will serve as a strong deterrent and will not violate constitutional rights. I strongly agree with the government as this will reduce accidents. They are already practiced in countries such as Australia, New Zealand, France, Belgium, and the Netherlands. The statement says they have led to a measurable reduction in accidents and deaths on roads and highways. In 2015, police reported 72,039 impaired driving incidents, representing a rate of 201 incidents per 100,000 population. Impaired driving is decreasing but it is decreasing slowly. As the law stands now, police can only demand a roadside breath sample if they have reasonable grounds to suspect the driver has been drinking. They must rely on behavioral clues and observations. The problem is, however, that people not always exhibit obvious signs of intoxication, particularly those who routinely drink and drive. As a result, the majority of drinking drivers go undetected at sobriety checkpoints. In fact, data indicates a person would have to drive impaired, on average, once a week, every week, for more than 3 years before being charged with an impaired driving offense, and for more than 6 years before being convicted. Canada has an opportunity to introduce a new anti-impaired driving measure which will save hundreds of lives and prevent thousands of injuries each year. Mandatory screening is also known as random breath test is a roadside breath screening test to detect impaired drivers. It is used mainly at stationary check stops where every passing driver is required to stop and give a breath sample.
