Describe the institution of the United States presidency. Include the basic constitutional and extra constitutional roles of the office and highlight those amendments that impact the presidency. The framers of the Constitution set aside ideas of leadership by an executive council in favor of one single executive. Though some were fearful of tyranny, most postulated that concentrating power in the hands of a president would create a more unencumbered and energetic government. Article II Section 1 establishes the executive branch and conveys power and authority to the president. The Article was written to explicitly detail the election of the president and vice president and the qualifications required to assume the office (Ginsberg et al. 517). In order to be eligible to serve as president a person must be a natural born citizen who has lived in the United States for at least 14 years and is at least 35 years old. Over time, some portions of Article II have been modified through amendments. For example, in 1804, Amendment XII changed the electoral voting process by separating the votes for president and vice president and Amendment XXII ratified in 1951 limited all future presidents to two terms (Bass). The Chief Administrator is responsible for the executive branch. This includes overseeing the 15 departments of the Cabinet and they programs and policies they develop as well as appointing or firing department Secretaries (Bass). As the Chief Executive, the president ensures that Congressional law is properly executed and enforced and also decides how the laws will be enforced.
