Indiana State Educational funding policy
The article I used for Indiana policy is “What is the Complexity Index?” BY Robert K. Toutkoushian and Robert S. Michael which discuss the state education funding policy. The in 2009 Indiana went from a C rating in fairness distribution to A by making changes in their formula. In one of the major thing, they changed was the removal of the minimum guarantee in the formula. This article went into analyzing the impact of the variations in the state formula and the impact it had on the distribution of funding in the state of Indiana.
Must of the Educational funding in the state is done through the state budget. To be able to do this the state made an increase in their sale tax from 6 % to 7 %. In 2008 when the state passed Public Law 146, this bill eliminated property tax levies as a general fund revenue source for school districts.

The local districts cover such things as transportation for the students. The way the state calculate how much funding each district needs is determine by using the following method:
• Finding the funding for each student in the state. This number is used to calculate how much funding the district requires to cover their student.
• The state then uses a method called the Complexity Index to find out how much funding the districts needs for special education and poor students.
The formula helps to prevent the local district from carrying the cost of financing local education. The state have a cap on the amount of tax the local district can collect for taxes education.
