Julius Caesar was the most supreme and authoritative leader. Julius Caesar, the most influential leader, created needed government reforms in Rome, decreasing debt and expanding the Republic. Cesar used his opportunities of power to advance Rome to become a sound Republic. After his death, Rome saw a withdrawal of abilities and the downfall of their civilization began. Caesar's lead in Rome allowed for a powerful civilization that sought itself to expand. Julius Caesar used his time of dominance to reform the political and economical structure in Rome. These were two crucial aspects of the development of Rome's succession. He passed a law that declined citizens between the age of 20-40 to leave Italy. Caesar displayed a concern for the health and welfare of the people. By creating and implementing this law he was able to continue a steady operation of farms and businesses while allowing for no corruption abroad. The operation of farms and businesses allowed people to keep a strong setting agriculturally for the civilization while maintaining production rates and jobs. The implementation of this law showed that Caesar knew the crucial needs of his people and he maintained them and kept them steady to avoid corruption and other issues that would develop. He produced many successions to the Republic but his leadership position was withdrawn when he was assassinated by fellow political men.
