Employers within the private sectors are proclaimed to be key drivers in regard to the changes that have occurred in the healthcare system. These employers have learned how to shift the purchasing power of paying for open ended fee for service health coverage benefit to purchasing health care, on a capitulated basis, from plans where the care was managed. The amount of employees in the private sector that are enrolled in a form of managed care has grown from 29% in 1988 to around 70% in 1995.(Cite) Employers now believe that there is better chance of saving without altering the quality of care given. Employers now have an expectation that instead of an increase in premiums, the cost of managed care plans fall or remain at moderate levels. Employers are now using the information collected to develop new method of purchasing plans. Having the knowledge of what to do with information collect it has allowed employers to get better understand of what plan coverage to buy their employees. Employers are now looking to ward purchasing plans that have base value and those that can improve health and wellness of their organization. The National Committee for Quality Assurance’s (NCQAS) and the Health Plan Employer Data and Information Set (HEDIS) have collectively developed and implemented steps in the direction of ensuring that any aspect of the quality of pressure and burdens for patients and those that try to continue to receive quality care.
