NIMS was created to be a “all hazards integrated, multiagency approach to incident management”(Walsh, 2012). A part of the NIMS is the management component known as the Incident Command System (ICS). The ICS is made up of 5 functional areas that include the Command, Operations, Planning, Logistics, and the Finance/Administration. The purpose of the 5 areas is to ensure that each section has a set of responsibilities to carry out, ensure that tasks are not being repeated, and that tasks are not left out. Every ICS is different as emergency incidents or natural disasters happen differently and may affect vastly different things. Since this scenario’s bomb explosion, and possible additional bombs have not damaged the building structurally, and is expected to be cleared up in a matter of hours a Finance/Administration will not be needed. Since the incident is localized a single Incident Commander will be in charge. Since there was a bomb threat a supervisor from the police department will be the Incident Commander (IC). As the IC, the police department supervisor will be “responsible for developing the strategic incident objectives on which the Incident Action Plan (IAP) will be based (Walsh, 2012), and ensuring that all functional areas and activities are focused on accomplishing the management strategy (Walsh, 2012). Since the incident at Parkville High School is small only a one person section is needed. It will be the Logistics Section Chief’s (LSC) responsibility to handle “all support requirements needed to facilitate effective and efficient incident management” (Walsh, 2012). This will include setting up communications for the entire staff as well as the task forces, and the medical group. Every group is going to need a separate line of communication or frequency to ensure that everyone is able to communicate freely. The list of frequencies will be listed in the IAP. The LSC will also disseminate any information to responders as needed, as well as ensuring that medical attentions is readily available if
