Nevertheless, having an organizational structure at the state level ensures that the community has a system based on a shared vision. Electing or appointing individuals for a board is vital for federal funding. However, the public electing board of commissioners gives the community members within the state more of a voice. If the governor appoints those individuals, this could cause some decisions to become favorable. South Carolina can reconsider how they elect individuals. On the other hand, North Carolina has produced a successful plan in higher education as evidence of their residents benefiting from the affordable rates.
