During the interview, the authors learned key concepts in the Sarpy County Sheriff’s department organizational culture as well as aspects in the communication of their culture. As described in chapter eleven of the Rainey text, organizational culture is a shared value that most or all of the members of an organization have (Rainey, 2014, p. 355). There are three levels of organization culture discussed in the text (Rainey, 2014, p. 355). The first level is the organization’s artifacts, which is also the most observable level (Rainey, 2014, p. 355). One form of an artifact is the Sarpy County Sheriff’s Department badges that have are a star and read “Sarpy County” which is also located on their website (Sarpy County Sheriff’s Office, 2016).

The organizational purpose from the Spokane, Portland, Houston, and Madison Police Departments are different in ways such as their mission, goals, and objectives. This is mainly because of their geographical locations as well as the needs of the community and the resources of each department (Cordner, 2016). Another reason is that while these four departments work to ensure the preservation of life, property, and maintaining order, they may not possess the same core values. Police organizations have been evolving over the years, but still there are so many things that have to be address in order to create a better law enforcement institutions. Police misconduct and police brutality have been the center of many confrontations between police officer and society. It is imperative that police organizations change the police subculture that exist among them that protects any wrongdoing from being disclose in order to promote a more efficient service to society. Holding officers to a higher education standard can decrease officer use of force, produce less authoritarian officers, decrease disciplinary actions and can lessen the incidents of using deadly force.

Good ethical behavior can easily be influenced by officers and those in law enforcement.
