Thomas Strained Relationship

During the 2014 evaluation cycle Det. Thomas developed a strained relationship with some patrol officers, as he included irrelevant material in reports, in a manner to shine light on other officer’s deficiencies. He was instructed not to utilize narratives in that manner but document in memo form and advise. I was also provided information from the prosecutor’s office that they did not like Thomas’s approach with them in reference to warrants, or prosecution of cases, and the feeling as though he was trying to tell them how to do their job. It was then requested that all requests come from me in the communication process as they did not feel as though they would receive cooperation from Thomas. It was brought to Thomas’s attention about the strained relationship with officers and prosecutors. Some strategies were developed on how to go forward with creating a positive working relationship. Many of Thomas’s comments were that “The DA’s office is trying to slow him down”, or other officers were jealous. He has been unable to develop a good rapport with the prosecutors as I was call in on a two hour meeting on June 30th. Again advised that Thomas is difficult to work with, they feel like he is slandering to others how they prosecute cases. He appears put out when trying to develop a strategy of prosecutions that Thomas may not agree with. His reports are confusing and difficult to read, but they do not feel comfortable going over them with him, as he does not seem receptive to what they have to say. On 5/25/15 Det. Taylor requested detectives to assist on a narcotic search warrant. Det. Thomas was not included. When I asked Taylor the reason why or the reason I believed he wasn’t. It was discussed that when Thomas is on scene, he is critical to the point that it’s easier not having to deal with him or how he carries himself like he knows everything and discards
