Independence and Inclusion in Social and Health Services
The European Union, with more than 120 million people at risk of poverty or social exclusion recently pledged to help about 20 million people out of poverty by 2020. In the EU, the war against poverty and other forms of vulnerability and social exclusion is a key issue for strategies on sustainable and inclusive growth (World Bank, 2013). However, the inclusion of all vulnerable groups in social and health care services continues to face myriad challenges (World Bank, 2013). For instance, currently, in the EU, many countries are not likely to achieve the 2020 target for social inclusion in social and health care (World Bank, 2013). Moreover, there is an apparent worsening of the social situation because of the 2008 economic crisis, which undermined the sustainability of social protection systems.
The other challenge of inclusion and independence in social and health care is that millions of EU citizens are still on the periphery as far as social and health care inclusion and independence are concerned, especially with reference to the labour market, social inclusion and social integration.
