They decide early in their careers whether they want to be good or not many want to move on to the NFL, but they have to take steps before they reach this level. The NFL “has had some sort of age limit in place since 1921, and the rule has barely shifted in the near-century since. There aren 't many high risky none paying jobs in the world today, this is important for the athletes who are talented enough to go professional because this is their future.
