Firstly, we must consider that, as the article by Jerry Dorfman points out, that the government is not as fast as the technology which is being developed. Consequently, when the legislation and the regulations are implemented to the internet technology, that technology has moved on. Think of the speed in which smartphones and iPhones develop. It appears that every few months a new generation or update is available. Now, add to this the various providers and internet innovators, specifically Google, who continuously adds new features, products, and updates to their content (think of Alexa updates and the growth of the commands and functions ), and you will see that internet control and regulation is apt to a dinosaur trying to escape the tar pits.
