WASHINGTON, D.C. – U.S. Senator Shelley Moore Capito (R-W.Va), a member of the Joint Resolutions Committee, released the following statement on the committees decision not to pass the Efficient Legislature Amendment. “During the last session of the Joint Resolutions Committee, Democrats have once again undermined our legislature and by extension, our country as a whole. This amendment proposed a change to the Senate rules to establish a set amount of time that bills in committee could stand without any action. The goal of this proposal was to increase the efficiency of the committee process in the Senate and ensure that action will be taken on bills that directly help our nation. Of the bills passed, I personally voted in favor of amendments D2, R2, and I8. D2 proposed to adopt an electronic roll call system in the Senate and to reduce the cloture threshold on nominations to three-fifths of members voting. This change would prevent events like when Senator Tuberville single-handedly blocked hundreds of military nominations. Nominations such as these should not be able to be prevented by one member for political reasons, but rather these nominations should be about ensuring that the nominees will work for the good of America. Amendment R2 eliminated the “two speech rule” of the Senate, in which members were not permitted to speak more than twice about a single question without leaving the Senate. There should be no limit on the ability for Senators to discuss questions and bills on the floor. It’s in these discussions on the floor where bills and resolutions are examined and amended in order to pass bills and resolutions that serve the interests of the American people. I8, introduced by Representative Stefanik, requires the appointment of a conference committee to discuss disagreements, and to report back to the House or Senate with a definite resolution.
