In a wider literature review by Scott et al, inadequate or inappropriate leadership is highlighted as a key factor which may impede cultural change within healthcare organizations [17]. It is public belief that changing the culture of health organizations is a fundamental prerequisite for every quality improvement program such as clinical governance [18].
