The purpose of this essay is to present and reflect on particular case study, which is the creation of The North West Resource Centre in North West Dumfries, the area which, at that time, suffered after the foot and mouth epidemic and was left without additional resources after the urban programme funded initiatives came to the end.
The project itself, started in 2002, was a pilot program for Community Planning, to test the rigour and demands, along with effectiveness of execution aimed in the transformation of a derelict, abandoned building into a vibrant centre serving the community. Overall the goal was to demonstrate the importance of such planning for the local regeneration and collaborative work of agencies involved.

The challenging part was to gather necessary funding, but luckily that was obtained from various resources and the most significant shareholders were European Regional Development Fund (ERDF) Objective 2, Dumfries and Galloway Council, Scottish Enterprise Dumfries and Galloway, New Opportunity Fund (NOF), Dumfries and Galloway Childcare Partnership together with local management Community.
As the project aimed to serve the community it seemed crucial to meet the expectations and needs of local people.
