MAKING EDUCATION ACCESSIBLE COST EFFECTIVE LEARNING ENVIRONMENTS Technology use in classrooms is often employed for all the wrong reasons—such as convenience, pressure from school administrators, the belief that students need to be entertained, and so on. It presents the opportunity to employ powerful cognitive tools that can be used by students to solve complex and authentic problems. In order for this to occur, however, technology needs to be used in theoretically sound ways, and it needs to be used by students rather than teachers. Schools report that technology is having a positive effect on children 's learning and their perception of themselves as learners, which is why children with disabilities benefit from the use of assistive technology. The implementation of assistive technology is dependent on the knowledge, skill and inventiveness of the teachers who use what they have learned from higher education, their teaching experiences, and their attendance at continuing education programs and in-service classes. An increasing number of students with learning difficulties are now being identified. Of the 8.5 million children who have disabilities in this country, learning disabilities are the most commonly addressed under the Individuals with Disabilities Education Act (Jan. 2000). Some types of ICTs, such as teleconferencing technologies, make it possible for multiple, geographically dispersed learners to receive instruction simultaneously. The Internet and the World Wide Web also provide access to learning materials in almost every subject and in a variety of media anywhere at any time of the day and to an unlimited number of people. One of the most commonly cited reason for using ICTs in education has been to better prepare students for a workplace where ICTs are becoming more and more ubiquitous. In addition, ICTs can improve the quality of education by increasing learner engagement and motivation, by facilitating the acquisition of basic skills and by enhancing teacher training. However, there is lack of good monitoring and evaluation tools and processes for the use of ICTs in education. The scarcity of evaluation data has shown important biases in the work.
