California overcrowding prisons conditions has gain National attention. The U.S. Supreme court has found that California is in violation of the 8th Amendment. California has been required to reduce their prison inmates by 40,000 inmates. California has utilized many options to reduce the inmate population within the prison system. California has to two years to reduce the inmates count in the prison system.
Private prisons were constructed as a response to the overcrowding in federal prisons during the 1980s; many people speculate whether or not private prisons are good or bad. Critics argue that private prisons like any business are driven by profit, and prisons profit from the amount of criminals they are able to contain which gives the private prisons and their shareholders incentive to keep the prison population high and expenses low. The National Council on Crime and Delinquency estimates that over the next ten years state and federal expenditures on prisons will amount to $351 billion6. These government subsidies along with the support of private prison shareholders allow the prison industrial complex to keep their power and influence

Alcatraz was known as a secure and harsh place for chronic criminals who caused trouble at other correctional facilities. It was built to be virtually escape proof, “there were elevated gun houses on each end of the cellhouse. From behind narrow walkways guards could see prisoners at all times. A series of electronically controlled gates and doors secured the cell house entrance. In the ceiling of the dining hall were tear-gas canisters.

In the wake of the tragic conflict, fourteen guards and one inmate were left injured, while two correctional officers and three inmates lay dead after being shot. Of the three remaining escapees, Thompson and Shockley were later executed together in the Gas Chamber for their role in the murder of Officer Miller, and Carnes, the youngest inmate to ever be sent to Alcatraz was spared from execution due to his age but received an additional 99-year sentence. INTRODUCTION The United States incarcerates a greater percentage of the population than any country in the world (CBS, 2012). According to the US Bureau of Justice Statistics, over 2.3 million adults were incarcerated in federal and state prisons, and county jails in 2013. There are an additional 820,000 people on parole and 3.8 million people on probation (Wagner & Rabuy, 2016) Jail and prison differ primarily in regards to the length of stay for inmates.
The prisoners. To ensure the safety of the prison itself, the guards needed to live a specific way. It was the same routine every day for both the prisoners and the guards. Unfortunately, with every prisoner came a possibility that they may try to escape. Later on, Alcatraz came to an end.
On October 12, 1933 The United States Department of Justice acquired control over Alcatraz island, and in August 1934 Alcatraz island officially became a BOP federal prison. The United States Department of Justice wanted to transform Alcatraz into a federal prison, because they wanted to build a maximum-security prison to be able to handle a criminal community too dangerous to be held in a normal U.S. prison. According to bop.gov “The Federal Government had decided to open a maximum-security, minimum-privilege penitentiary to deal with the most incorrigible inmates in Federal prisons, and to show the law-abiding public that the Federal Government was serious about stopping the rampant crime of the 1920s and 1930s”. Thus, some improvements have been made on the current structure of the prison, and the weak parts have been reinforced handle what’s coming. As stated in Howard Duff’s documentary “Early in the morning of October 11 1934, the first batch of 137 prisoners arrived at Alcatraz, arriving by railroad from the United States Penitentiary in Leavenworth, Kansas at Santa Venetia, California, before being escorted to Alcatraz, handcuffed in high security coaches and guarded by some 60 special FBI agents, U.S. Marshals and railway security officials”.

Enforcement officers can go out under the supervision and protection, and also it is possible to discuss freely with visitors.
