In 2013 congress had not done anything with net neutrality, but the federal communication commission (FCC) had started to look at it in 2010. Then, FCC had issued the net neutrality rules.
“The net neutrality has rules that will preserve the internet as an open network enabling consumers choice, freedom of expression, user control, and the freedom to innovate” (“net neutrality” Donna Batten). Net net neutrality is basically going to have the internet as an open the internet and to have unrestricted access to content and services, and that the IPS will have to treat all internet the same.

“Multiple factors affect content delivery speeds, and regulations cannot ensure across the board equality” (borchers 1) For example, when you order something online you can pay more to get it delivered faster. People should have that choice of having to do that or not. That is what business is about. It is about getting more money. People want their package to come in early so they pay more. If net neutrality comes in to play, then businesses will not be making as much money as they did before because they will not be able to charge that extra to get the package to the house faster. You can pay for shipping like normal, or you can pay a little more money to get the faster delivery and that is how it should be. “ it will put up hurdles to innovation from newcomers” (messina).They believe this because if someone started a business and there is no competition then the business did not have to work to get started and be successful. They are wrong. The start up businesses will also have a chance without net neutrality. Everyone who has a business has obviously started up and had competition between other businesses. Some succeed and others don't. But, that is what business is about. If you want to become a stronger business, then you need competition to make you stronger.
