Previously, the main reason for the U.S. health service system unable to bear heavy burdens is over- commercialization of the health service model. Prior to Obama, many administrations had tried to reform the health system to “universal health insurance” and “government-led” system widely adopted by other developed countries, but ran aground because of strong opposition of interest groups. The health insurance system dominated by the Chinese government certainly has advantages in implementation, however, the excessive concentration of power, lack of supervision and competition mechanism will become important factors restricting its healthy development. For China’s medical reform, the role of the government and the market in the new health system should be taken into account and exerted. The medical reform cannot cause the health system to lack vitality due to excessive government, or lose the public nature it should have as a result of over marketization. Obama particularly emphasized in the medical reform that the government must bear necessary responsibilities of universal health insurance, and committed to forming effective constraints and standardization for the health market through the government intervention. In China, it is required to reform some existing management systems, for example, implementing the separation of management from operation, separation of clinic from pharmacy for health institutions, in order to carry out effective constraints and standardization for the health market. It is encouraged to run non-profit health institutions by social capital in accordance with law and promote the development of non-public health institutions, so as to form the hospital-running system with diversified investment subjects and diverse investment means, which plays a positive role in improving the health insurance system and
