Throughout history governments have been charged with the responsibility of taking care of the populace. Governments in general have provided for the general welfare of the populace. Citizens pay taxes and governments provide services in return. Overtime, the services that governments provide have gotten greater. In the Roman empire bread and circuses were sufficient, but in the modern era governments provide more, especially in the more developed nations in the world. In America we have come to expect such things as clean water, safe food and highway system. The average American spends much more on medical expenses $10,000 per capita each year, than the average citizen of Germany $5,353, or Canada $4,533 or the United Kingdom $4,125 (Sanders, 2017). We are now going to look at precisely how universal health insurance could be implemented in the U.S. In order for it to become reality. Creating a new program from scratch would take a long time, be unnecessary and costly. Universal healthcare can be implemented by simply expanding an existing program in America, Medicare. Medicare is a federal health insurance program for people 65 and older. To pay for this there would need to be a 2.2 income based premium for individuals and 6.2 income based health care premium for employers. This money will help medicare hire the necessary people and set up the infrastructure to provide care for all Americans. Once underway, each American will be issued a medicare card that will allow them to go to the doctor. All of the expenses of medicare will be provided by direct funding for the federal government. There will be no copays or any out of pocket expenses. Once people are issued their Medicare cards they will no longer have to pay for private
