It was created to try to move power out of central authority and protect land claims by states. It seemed that congress at the time were trying not to go back to tyrant ways of their oppressors so they didn’t give the central government the ability to levy taxes and regulate commerce. The system of checks and balance is what the country uses to this day. It seemed at the time many were focus on creating a government much different than the one they fought against.(1) The bill of rights protects and guarantees basic individual rights which has help protect the country rights to this day. Also George Washington was originally reluctant to attend the constitutional convention in which the constitution of the United States was sign and created. He thought that there needed to be a stronger national government. He was also worried that the convention would be unsuccessful so he attended even though he was suffering from rheumatism. (2) After the victory in 1783, the American Revolution war was won but winning independence and governing a country was two separate things. It was obvious that in order to maintain a healthy stable government a document of governing rules needed to be implemented for the safety and sovereignty of all 13 states. Therefore Alexander Hamilton a political lawyer from New York called for a constitutional convention to discuss the matter.
