A high percentage of the jails and prisons are dealing with antiquated communication systems that place the institution at risk. An institution without a strong communication system is a danger to the inmates and the personnel in the institution. Therefore, it should not come as a surprise that the city of Struthers plans to close their city jail. They decided to take this strategic step instead of making improvements to the communications system within the jail along with other outstanding issues.

Originally, during Colonial times, policing in the United States consisted of little more than night watches. These watches weren’t very effective, as watchmen often drank or slept on duty, and many of the volunteers were only there as a way to get out of military service or helping with the watch as a form of punishment (Potter, 2013). It wasn’t until 1838 that the city of Boston established the first formal organized police force in America. Other cities soon followed, and by the 1880s, all major metropolitan areas had a formal police force. These changes took place largely due to the rapid population growth in American cities.
In the 1960's there were about six new major developments that created a new generation of policing. During this era, the police force was going in a new direction. Reports were being made that something had to change within America's police forces. Officers had to establish more professionalism when it came to not only their work but their education. The educational portion of this job was then changed to criminal justice which helped officers to widen their curriculum.

On one hand, some researches are against the idea of second language acquisition and code-switching as it delimits a speaker’s ability to understand more his or her first language. Xiaoli (2003) argued that the first language should be used in speaking as it maximizes the speaker’s knowledge of the language. Furthermore, code-switching may serve many purposes in a bilingual or multilingual discourse but some linguists believe that bilinguals and multilinguals have “trouble expressing themselves in either language” because of lack of enough knowledge in the two languages or because of confusion as to whether what word is best used in the discourse (Bhatia & Richie 2004 p. 349–350 cited in Zanova, 2011).
