Reagan used the strategy of a strategic competent president by hiring very qualified officials in his cabinet, this helped Reagan to get his agenda passed greatly. One of Moses’s greatest shortcomings as a leader is his lack of charisma. He is unable to make the people naturally follow him and his words.
