In 1999 the Government produced the main regulation 'Working Together to Safeguard Children'. This regulation was put in place to safeguard and protect the welfare of children and young people , and to simplify the guidance produced under 'the Children's Act 1989' (What to do if you're worried a child/young person is being abused) (p.3, Health Service Circular/HSC 2003/7) which was also later replaced with the Children's Act 2004, the Government and United Nations Campaign 'Every Child Matters' and the Education Act 2005.
