1) Introduction and basics of community rehabilitation and institutional based rehabilitation Community Based Rehabilitation (CBR) is a type of strategy within the development of general community for equalization of opportunities, rehabilitation and social inclusion of all disable people.

Institutional Based Rehabilitation (IBR) provided in hospital for people with disabilities (PWDs) to receive short term therapy or special treatment. It main focus on their disability, gives attention to their family and community high cost which usually located in urban centers.

Disabled person should get the same terms and conditions of employment with same benefits, compensation, privileges, allowances and incentive as employees of qualified able-bodied. They shall be exemption from tax in all incomes of employment. In law 13, reservation for employment stated that council should endeavour to secure reservation for emergency, casual and contractual positions in public or private sectors employment for disabled person. Next, in law 18, education stated that no person or institution of learning should deny admission of a disabled person to study in any course if the person has ability in acquiring substantial learning in the course. Learning institution shall take into account of their special needs by respecting their entry requirements, curriculum, pass marks, use of school facilities and others similar considerations. However, special institutions should established cater for formal education, self-reliance and skills development. It is one of the way to attain self-sufficiency and economic independence for people with disabilities. According to the case scenario, Rahim work freedom with his own pace in the environment which accommodates special needs of disabled people by running a home for physical disabled person. It will provides Rahim with flexible hours, accessible work space, frequent medical attention or others special consideration. Next, Malaysian CBR system should provide an developed a self-advocacy group for Rahim to have ability and opportunity to speak up for himself or the things that are important for him which are the responsibility and rights and decisions or choices that will affect his life. Next Malaysia CBR could also develop group home care for Rahim. This can reduce problem of Rahim to go for work due to the distance of work place from home. Disabled person will placed together in a same house which nearby their work place to ease for them when going to work. They will observed by CBR supervisor in term of self-management, safety, employment, communication and interpersonal skills in society.
