Since the 9/11 attacks, terrorism has become one of the most significant threats for the United States. Terrorist organizations such as al Qaeda still have the potential to carry out another terrorist attack in the United States. The only way in which a terrorist attack can be prevented in time is through the effective use of intelligence. This paper provides an overview about al Qaeda, it suggest an al Qaeda hypothetical terrorist attack in the United States, it explains the collection programs and agencies that would be involved in collecting intelligence, and it provides recommendations that can help prevent a terrorist attack in the future.

In fact, al Qaeda spent a few years planning and preparing its members to successfully carry out the 9/11 attacks (Riedel, 2008). In order for al Qaeda to be able to effectively plan and prepare for its attacks, its organizational structure has become very well organized so that its member can have different specific missions that contribute to the overall goal of the organization. Moreover, al Qaeda has a wide range of safe havens in places located within Somalia, Indonesia, Iraq, Afghanistan, Pakistan, and Yemen (U.S. Department of State, n.d.). These safe havens allows al Qaeda’s members to effectively plan and prepare for their terrorist attacks without being disrupted by authorities. Moreover, al Qaeda has many partnerships with other terrorist organizations in different parts of the world (Riedel, 2008). These partnerships enhance al Qaeda’s capabilities because they can facilitate logistical support to al Qaeda or they can conduct terrorist attacks on behalf of al Qaeda (Riedel,
