On 10/6/2015 an unannounced inspection was conducted accompanied by Tina Freeman. We were greeted by Heather Boutross the director and stated my purpose of the visit and explained what documentation I would need to complete the investigation. A complete walk through of classrooms and playgrounds was conducted. In the infant building all classrooms were empty as children were outside on the nature trail or under the pavilion. Outside in the pavilion was a class of six 2 years old children with two caregiver Regan Manny and Briana Ledbetter. The preschool building was empty of children also as they were outside also. The Early Head Start building there were six classrooms with four being occupied during the walk through as other two classrooms were outside. The first classroom had four children 2 years old with one caregiver Angeletta Beasley; they were dancing to music with scarfs and musical instruments. The next classroom there was eight children 2 years old with two caregivers Jessie Caudle and Barbara Stuckey. Also present in classroom was Lisa Salina the ECI coordinator who was working with a child. The next classroom had seven children ages 2-3 years old with two caregivers Laurie Hull (Mary) and Irma Richardson, they were center time with the teachers interacting with the children. The last classroom with children present was the classroom with eight children ages 6 months-15 months and three caregivers Margie tally, Sandy James and Ashley Plant. Background were evaluated and discussed with Heather Boutross the director. Ms. Boutross stated Brittany Northcross had fingerprinting on 10/5/2015 and Jacqueline Morelock is scheduled for 10/19/15.
Records were reviewed for Kenasia the victim and Rochelle Barksdale and Amanda Lee the caregivers in charge of victim during
