Learners learn how to read by doing a great deal of reading and learn to write by doing much writing. Therefore we can say that by the time a learner reaches the university level he or she must have been equipped with this foundation offered during the school years. The lack of receptive and productive language skills can be due to poor foundation of language teaching in schools.
