Ideologies are ideas centered on the world, human nature, society and politics and are linked in with political parties, movements or regimes. It is a tradition of thought for those that hold the ideology. Liberalism is an ideology that came about in the nineteenth century. The ideas within liberalism were laissez-faire, natural rights, individualism, freedom and the minimal state. Their main value was freedom giving individuals in society freedom of speech, association and conscience. Around this time socialism emerged this ideology was associated with the development of the economic system and society based on capitalist industrialism. In the twentieth century laborism emerged. The labour party focused generally on the working class, new labour was committed to changing the relationship between the state and society by focusing on the best interests of working people (Pearson, 2016). In the last 30 years the relationship between the welfare state the individual and professionals has changed. In 1979 the welfare and support services were run by the welfare state. Services were paid for and managed by the state. There was hardly any communication between agencies run by the state. In comparison policy now promotes multiagency working so that professionals to empower service users so that they can manage their situation. Social policy sets guidelines for professionals to follow and helps service user’s access support.
