A. State Issue -California is now currently having a shortage of fresh water. It affects the residents in California.
B. Background and/or origins of the issue- California residents don’t conserve their fresh water or they waste it.
C. Boundaries: Residents who live in the west valley and some on the east part of California are mainly affected, but everyone in California is generally being affected.
D. This problem is a problem because everyone needs fresh water to survive or to grow crops for food.
E. Residents of California and their agriculture is affected by this problem.

California has to spend billions of dollars to try to keep the water crisis under control. In the article California’s Drought Is Part of a Much Bigger Water Crisis stated “A recent study by U.C. Davis researchers projected that the drought would cost California's economy $2.7 billion in 2015 alone” (Lustgarten 1). Abraham Lustgarten demonstrates that California would have to spend billions of dollars to try and fix the water crisis this year alone. California is therefore going into debt, they don’t have enough money to take care of their state and residents and may have to ask the federal government to step in to help them fix this problem. Another huge problem is how people’s everyday routine is going to change. People can’t waste any water or their water bill may be really high due to this crisis. Water bills may be to high for residents and they might move out of California. In the article Beyond the Perfect Drought: California’s Real Water Crisis states “In 2014, more than 1,400 domestic water supply problems largely related to groundwater were reported in California, with more than half in the San Joaquin Valley” (Macdonald 1). Arnold Macdonald demonstrates that people don’t conserve water
