The purpose of an evaluation tool for any evidence-based change project is to determine whether or not the project accomplished what it sought out to achieve. Change projects involve time and money. Stakeholders, contributors or donators what to know if the change project worked, and or how it can be improved. An evaluation tool is a good thing. If an evidenced based change project is a success, then nothing is loss. However if an evaluation tool proves otherwise then a change project will require modification.
