There are several variations of the Intelligence cycle used in the government. The variations can range from 4 steps, 5 steps, or 6 steps. The intelligence cycle is used in emergency management/terrorism by providing for the framework, platforms, and systems to enable the Director of National Intelligence to lead an integrated and resilient IC enterprise capable of sustaining the “intelligence cycle” under any crisis or consequence management event, both at our headquarters and at our alternate operating locations. Intelligence comes from synthesizing that information into choices. The intelligence cycle is used by the emergency manager. It does have a planner and public relations expert. This is where priorities, responsibilities and requirements are set. In this step the emergency management defines which areas the intelligence produced will have the most impact and make the most contribution. During the planning it is very important to fundamentally to pinpoint what information needs to be gathered. In addition, the processes, people and technology to support the different steps in the cycle need to be established with clear roles and responsibilities.

The next step of the Intelligence cycle starts with the collection. In this step information is gathered secretly and some information is gathered or researched with people knowing about it. Activities are completed such as interviews, technical and physical surveillances, human source operation, searches, and liaison relationships result in the collection of intelligence.
