The journal article by Joseph S. Nye, Junior, begins by informing the readers that the cold war is over and the Americans is finding it difficult to find their place within the world by not being able to define soviet threat as international relations is currently transforming to be Nonpolarity where the world isn’t dominated by two or more states but rather dozens of barnstormers that is in procession of various kinds power, because power as well as influence is becoming unlinked within the Nonpolarity era. It was a time for uncertainty whereby no one knew what would happen after the great power shifts; thereby the public believed that the country was in a decline. According to Nye the strength of great power was visible in the cold war. The power shifts in world politics had a traditional emphasis upon the military power. Their concern was to accept its limitations by supplementing them with a better view on interdependence. Within the traditional approach the states are seen as significant. The traditional approach gives priority to the military security in order to insure they survive; they consider their goal in security as an instrument of military force.
