A filibuster is a delaying tactic, used in the Senate, that involves speechmaking to prevent action on a piece of legislation. For example, if a senator wants to stop a bill badly enough, she or he may start filibuster and try to talk the bill to death. “Talk are more talk is the filibusters weapon”. Whereas cloture is the mechanism by which a filibuster is cut off in the Senate (a limiting debate). Cloture requires the votes of sixty senators. Now days the mere threat of a filibuster is extremely common and often criticized because “the workload of the Senate has increased to the point that wasting time is costlier than accepting the outcome of a cloture vote”. In other words, senators are just too busy to wait around while filibustering senators
