States of Euphoria The debate over whether marijuana should be legal has been going on for several years now. There are 29 states and Washington D.C. where marijuana is legal in some form. States where recreational use of marijuana is legal include Alaska, Colorado, Massachusetts, Nevada, Oregon, Washington state, Washington D.C., and California starting January 2018. Like nearly anything in this world, there are pros and cons to the use of marijuana. The legalization of marijuana has a broad range of benefits for everybody. “CBD is not psychoactive and is thought to have antianxiety and possibly antipsychotic properties.” (Metts, 179). This could allow for a new kind of treatment for people suffering from disorders such as anxiety. Anxiety can cause great stress for people. The fast-acting anxiety medicines include Xanax and prescriptions with similar traits. Xanax and other benzodiazepines have a high risk for addiction, just like opioids. CBD may be able to replace these prescriptions and, like with the opioids, could lead to less use on the streets. CBD, from what we know, has less negative effects on human bodies than benzodiazepines do, meaning it would be a great alternative to treat anxiety and psychosis. There are already legal forms of CBD able to purchase even in states that marijuana is still illegal because it is being sold as a product itself. As Metts says: “There are also cannabinoids that have been approved by the US Food and Drug Administration (FDA)—dronabinol (a synthetic version of THC) and nabilone (a synthetic cannabinoid).” (Metts, 179) South Dakota has forms of CBD that are for sale and legal use. Abuse used in terms of more illegal sales and distribution outside of the state. Although this cannot be completely prevented, measures can be taken to limit the amount of illegal trafficking that is going on. The state of Colorado has done a great job implementing new laws into play and have seen success from this. John Haduk agrees in his report by saying, “Colorado has effectively created regulatory and administrative apparatuses that facilitate the legal retail marijuana market” (Haduk, 674). Of course, a big key to limiting illegal sales is limiting the amount a customer may purchase. An amendment was created for limiting sales: “Amendment Sixty-Four and subsequent state regulations put limits on the quantity of marijuana that could be sold to individuals: one ounce for Coloradans and a quarter ounce for visitors” (Hudak, 662). One ounce is the legal possession amount at one time, creating a problem for someone trying to hoard and sell a large amount. Another precaution Colorado has implemented is tracking sales from planting to purchase called “seed to sale” (Haduk, 661). This system helps track and prevent mass sales. Along with that, Colorado tried to limit the number of dispensaries able to grow marijuana in the beginning so there was not an excessive amount being sold. The tax revenue created from the sales mostly went back to cities in the state, helping with cost for things such as
