The military IOP should be the last option but should always be on the table. One of the limitations with the military IOP is that “too much military power can lead other states to feel threatened and pool their resources in an effort to counter the single, powerful state.” This is a big concern for us due to the need for us to have the countries in South Asia helping contain terrorism and not joining with each other to keep us out of their countries. On the other hand, this IOP should always be on the table as a last resort to help coerce the countries to work harder to make the other IOP’s work effectively.
