Introduction
In the past few months, Baltimore residents have taken to the streets in long-simmering frustration, over the apparent Baltimore police misconduct in the death of Freddie Gray and general grievances that have plagued the concerned citizens for years. Political leadership in Baltimore, MD, in reflection of recent events, would like to increase minority representation throughout the police department. Ensuring that there are solid HR practices and training of our senior level police officers will help us in working towards an increased and enhanced diverse police force. One of the first steps is to have broader recruitment efforts, proactive outreach and recruitment efforts that deliberately focus on increasing diversity. We have to get the word out. This means that our regular channels won’t bring in new or diverse candidates. The positions should advertised in a variety of places to include community boards, employment centers, cultural community groups, local and ethnic community newsletters, radio stations or associations that are known to serve the demographics that we are looking to bring in to create diversity.
