The Universal Pre-K Initiative is a movement to allow access to preschool programs for all eligible children in all states, regardless of social economic status, abilities and other factors. Except for the early years of the Bush administration, support for Universal Pre-K has come entirely from Democratic policy actors. Universal Pre-K didn’t emerge again as a national issue until it became part of the Obama campaign’s platform in 2006 (Brown & Wright 2011). The impact of Universal Pre-K Initiative will have on the Early Childhood Education field is apparent. Some have argued that the state should not be providing these services and should allow existing agencies to continue operating their Pre-K programs.
As an illustration of how Secure Dwellings is helping single mothers and their children overcome their situations, I would like to take this opportunity and share a story about one of the mothers. For confidentiality reason, I will name her Hazel. Hazel had her son taken away by DHR because she had no home to take him when she had him in the parking lot of a local Wal-Mart. In order to make a Great Society for the United States Lyndon B. Johnson decided that no American should have to struggle to find food and shelter. In an attempt to fight this poverty Lyndon B. Johnson influenced Congress and helped persuade them to “[pass] the Economic Opportunity Act” (Miller Center of Public Affairs 2). Passing this bill allowed organizations such as Head Start, the Job Corps, and the Legal Services Corporation to be created in order to help fight poverty. Each of these organizations fight poverty in different ways. Head start promotes school readiness in children who are in a poor family from birth until they are five.
The Search In November of 2004, I was hired, as the Special Education Teacher/Disabilities, by the Muckleshoot Indian Tribe Head Start Program, fresh out of college with some experience substituting in the local school districts. The Special Education Department for Head Start was nonexistence and shared the Occupational Therapist, Physical Therapist, Speech and Language Pathologist with their Daycare Program or services were contracted out to other companies. However, the services were often limited to specific hours and days of the week. Head Start found that the needs of the students were not being met and evaluations were not completed in a timely manner and personnel change frequently.

Children raised by single parents and children raised in the South or West are also more likely to be poor or low income than children residing in the Northeast” (Hodgkinson et al, 2016). The Head Start program is a free preschool for low income families who are disadvantaged. The Head Start program is in question in regards to its success in preparing children for future school success. In the article titled “How should we Interpret the Evidence about Head Start?” by Janet Currie claims “It is one of the most successful known interventions for poor children”. She claims Head Start is associated with being low quality, however, there are positive results that are surprising to the skeptics. She continues to argue that Head Start is operating at a local level and are held at high standards.
The existence of the education achievement gap between white, Hispanic, and African-American, students has been a lingering problem across the United States. To close this gap it requires action that focuses on early childhood education programs that help in the preparation of students that will enter the system on grade level and ready to learn. The Head Start program, is a nationally funded early childhood education program for low-income children who are not yet old enough to attend school. Generally the ages of head start students are five years old and younger. President Lyndon Johnson initiated the program during his war on poverty. “The Head Start program carries an implicit goal of improving equity among children by targeting vulnerable groups, mostly low-income children, a disproportionate share of whom are racial or ethnic minorities” (Joshi). President Johnson believed providing minorities educational preparedness would ensure a better education overall and stem the tide of poverty.
One of the reasons for the program to be so successful is because they are focusing on empirical data and theory. As I mentioned above the program is based on empirical research which is very important to ensure effectiveness the program and see what works and what doesn’t. The program is targeting risk factors and provides with specialized services for each family as we know from previous studies that childhood and family is a very important foundation for the children and has direct impact on child delinquency. The program is providing new parents with skills and tools to be an appropriate parents, something that they possibly have not seen in their childhood.
