This strategic planning tool, MAPP, was created by National Association of County and City Health Officials (NACCHO) with the collaboration of the Public Health Practice Program Office (PHPPO) and the Centers for Disease Control and Prevention (CDC) (NACCHO, 2016).

Chicago Department of Public Health is driving the MAPP process and planning to reach the aimed goal in terms of the community’s benefits. First, the MAPP process will create a healthy Chicago community and a better life quality. The residents in Chicago will be in a healthy state, safe place, and have a high life quality. Second, increase the public health visibility within the community. The community awareness and knowledge regarding the public health issues will be increased and they will appreciate the role of the local public health system regarding this. Third, anticipate change and manage accordingly. The strategic planning will prepare the local public health system in a better way to anticipate environmental changes, manage these changes, and respond to them accordingly. Fourth, make a stronger public health infrastructure. The local public health system partners will be strengthened through MAPP implementation. This will lead to better services and resources coordination, partner’s appreciation and awareness, and less services duplication. Last, engage the community and create their ownership for public health problems. The community residents through the MAPP process participation may gain a better awareness regarding the area they live in and their own potential for improving their life quality (NACCHO,
