By pointing out the negative effects of smoking in his 1964 government report, Surgeon General Luther Terry made the congress make it mandatory that the cigarette companies include a health warning label on packages, changing the public's view about smoking forever.

Surgeon General Luther Terry holds a copy of the 387 page report of the Advisory Committee to the Surgeon General of the Public Health Service on the relationship of smoking to health Jan. 11, 1964. He spoke at a Washington news conference at which the study was released. Smoking was common and almost everybody smoked from pregnant women to sick people. Smoking was done everywhere and it was fashionable. In 1960’s the tobacco industry was on a boom and minting money not being bothered about public health in spite of continuous studies and research being done on ill effects of smoking on health.

A Surgeon General is nominated by The President Of the United States. A Surgeon General’s duty is to supervise public health in the federal government of The United States. A Surgeon General is responsible to make decisions regarding public health and makes sure to keep the public safe and informed of any health concerns at all times. Luther LeoridasTerry was the Surgeon general from 1961 to 1964 and during his tenure and afterwards too he worked worked to made the public aware of the fatal consequences of smoking.
