"In the U.S. government, the primary responsibility to monitor the internet content of individuals should be established at the federal level with some jurisdiction in a limited manner at state and local levels of government for the sole purpose of citizens_Ñé protection. However, with such monitoring there should be significant consideration given for the First Amendment Rights of every citizen. The First Amendment to the Constitution allows for freedom of speech which basically allows anyone to express whatever opinion or viewpoint they may have. If a person is denied freedom of speech, then in essence government is abusing its power. In recent years there have been alarming statistics of teen suicides that have been directly caused by bullying from the internet. From around 2014 on, about four- fifths of all suicide deaths have been caused by cyber or internet bullying. In the U.S. the third highest cause of teen deaths is from suicides directly related to cyber bullying. The statistics on this are shocking. Kelly Yeomas, born 1989 and took her own life in 1997. Dawn Marie Wesley, born 1986 and took her own life in 2000 . Nicola Ann Raphael, born 1985 and took her own life in 2001. Ryan Halligan, born 1989 and took his own life in 200.
