When examining humanitarian NGOs, there are two clear divisions in how they feel resources are most effectively distributed and the best way to maximise assistance, either in terms of volume of work done or the impact on people’s lives. Classicist humanitarians believe that all assistance should and can be totally separate to political activity. Being deontological by nature, they regard it as their duty to use their resources to provide aid, especially to those who need it most (Weiss, 1999).
