The Welfare Reform is a program that was set up to aid and provide public assistance (Opposing Viewpoints). Critics of the welfare program have insisted the programs hinders people who receive this form of support.

This $956 billion in annual welfare spending is distributed among as many as 100 million people which average about $9,500 per beneficiary. I am in agreement with the article in Discover the Networks intitled; “The Welfare States’s cost to American Taxpayers” that says, “If converted entirely to cash, these benefits equal more than five times the amount of money needed to lift every poor person in the United States out of poverty” (2012). The Federal Income Tax returns filed in the United States is approximately 143 million.
The U.S. American welfare system has helped millions of Americans who need the extra support especially, single mothers who have many jobs and many kids. However, the welfare system is also very corrupt. I see it all the time, I live in an area where violence and gangs happen and I can see the people who actually need extra help and, I also see those who chose to live off others and the government. I do feel ass the United states needs to regulate their welfare programs and make sure it is being used for needs and not wants. I know that the welfare program has been a hot topic for million of middle class Americans because of the amount of taxes that are being taken out from our paychecks.
What really is welfare? According to Joan J Johnson in her book Children of Welfare, “Welfare is not just one program; it is many. Each of the programs that make up ‘welfare’ is designed to aid a specific aspect of the recipient’s daily life. All are designed to help the poor and/or needy survive” (Johnson 21).
Texas is one of those states that opposes them. A welfare program Texas is against would be Medicaid and its’ expansion. Statistics show that there are over five million uninsured citizens in Texas(Sommers 2016). Who are these uninsured people in Texas? This group of uninsured is very diverse, it includes people who cannot afford private health insurance, those who choose not to buy it even though they can afford it and those who do not enroll in government programs.
The concept of a welfare is for the government to protects citizens and provide help socially and economically. Instead, according to the Georgia Public Policy Foundation, welfare “creates a trap that is difficult to escape.” Indeed it does. Majority of the times, welfare comes with a lot of strings attached. It provides a source of income, but it controls one’s life too aggressively.
The two largest government assistance programs operating in the United States are food stamps and Medicaid. (“Measuring Poverty a New Approach”) Most of the applicants for assistance are women and children followed by the elderly (Rude). The central focus of the programs is to meet some of the daily life needs so that the individual could focus on getting back on their feet. For example the use of food stamps would take away the worry and pressure of providing food for your family and allow you to work on finding a better job or better place to live.
The system is a legal arrangement where the government provides assistance like shelter, food, healthcare and education to citizens in need (Couch np). The program is extended into further programs that include, Medicaid, WIC Program, and Aid to Families with Dependent Children (Couch np). Before welfare became a federal program, welfare was originally a state program. The history of welfare can be tracked to the Progressive Era 1890-1920 and the Great Depression 1929-1939. The roles and responsibilities of the federal government changed drastically during the Progressive Era (Couch np).
In America there is a welfare system in place to support the individuals and families in need of assistance to bounce back into the economy. The welfare system not only aids people in poverty but also benefits the children who enter into the foster care system in the United States. According to ABC World News nearly 60,000 children in America are reported to Child Protective Services for abuse and neglect every week (2006). However, just like any government programs the foster care system faces several dilemmas with issues in adoption, abuse and neglect with foster parents and no success with the children who age out of the system.

Although the supporters of welfare believe is assist the poor in getting out of the financial rut they are in, in reality it causes many who use it to be dependent on the government and view it as an excuse not to try and find a job. Welfare abuse in the United States is more common than people may think. Created by the government, the system takes money from working individuals in the form of taxes and gives it to those who are not as financially sound. This misuse has caused many who do not need welfare to apply for it because they see it as a free handout. Welfare, though created to assist, is misused by many low class recipients and is too easily obtained by people looking for a way to avoid getting a paying job.
