Founded in 1967, United Way of Regina is dedicated to improving lives and building its community by engaging individuals and mobilizing collective action. The organization funds services and programs dealing with issues related to children, poverty and health in Regina. Its current focus is the promotion of learning and development opportunities for children. United Way of Regina raises funds primarily through the annual Community Campaign, which includes donations from company payrolls, corporations and individuals. It has a call line called 211-Saskatchewan in collaboration with the United Way of Saskatoon and Area to provide information on over 5,000 community, health, and government services in the area.
The Town of South Amboy was devastated, after it was struck by super storm Sandy on October 29, 2012. The town of South Amboy lost basic services and first responders were working to their full capacity in order to meet the town’s need. There is a Senior assisted living facility in the town of South Amboy near the shore area, the facility housed approximately fifty residents. The view is beautiful from there; however, due to the proximity to the ocean, it’s also a dangerous place due to flooding. The magnitude of super storm Sandy obligated everyone in the facility to evacuate in order to stay alive.
The Stafford Act was enacted in 1988 and determines how and when the federal government is allowed to intervene in a natural disaster. It also defines the type of assistance to be provided as well as the distribution of funds among the federal, state and local governments. FEMA is responsible for coordinating the assistance identified in the Stafford Act. However, FEMA has to answer to the Secretary of Homeland Security rather than making their own decisions. The authors describe how our current governmental system isn’t well equipped to deal with major devastation such as Hurricane Katrina.
There became an obvious need for immediate assistance from the National Guard and the Active Duty Army to stop looters, crime, and other chaos that ensued shortly after the flood. Gaining assistance from state controlled National Guard units was not overly difficult. Unfortunately, use of Federal soldiers comes with the stipulation that “the Governor of the affected state must request use of the resources of the DoD”. (Stafford Disaster Relief and Emergency Assistance) The Governor of Louisiana, Kathleen Blanco and her staff were already failing to control and lead emergency efforts.
Before the First World War, the Red Cross introduced its “first aid, water safety, and public health nursing programs” (Who is Clara Barton, 2008) In regards to natural disasters, they provided relief for the Great Depression during the 1930s and also the during the aftermath of Hurricane Katrina in 2005 which was the largest Red Cross Response in it’s history. Here they provided millions of people with food, shelter, and money to get back on their feet, emotional support, etc. Their first congressional charter was received in 1900 and the second in 1905. Then their third was adopted in May 2007 which “restates the traditional purposes of the organization” which includes being a form of communication between those in the American armed forces and their families as well as providing an international and national disaster relief and mitigation (Who is Clara Barton, 2008).

Upon witnessing the horrific state of the city, Maurice Willows contacted the Red Cross headquarters in Washington D.C., asking to classify this riot as a natural disaster so that the organization could respond.
